Problem

Trying to start a wbsite throws: The process cannot access the file because it is being used by another process while trying to start a website

Using cmd and command prompt:  netstat -ano> c\temp.txt

To find what process is using prot 80 or 443.

You find it is wspsrv.exe and this is part of ISA server (in our case isa 2004)

Solution

Open Services, and stop: Microsoft Firewall - You will not loose remote control of the server doing this. ( I thought you would).

Then start the IIS website or sites.

Then restart the Microsoft Firewall services.

Additional Comments
It appears that sometimes the ISA firewall grabs resources before IIS does. This prevents sites from starting.
